Send Invoice Out of Balance Message to Buyer

Affected Window: w_invoice_order_eu

Switch Set to Yes:

When set to Yes, a notification is sent to the buyer to authorize an invoice if the invoice is out of balance and placed on hold by the system.

Switch Set to No:

When set to No, a notification is not sent to the buyer to authorize an invoice if the invoice is out of balance.
