The Empty Bin 
button allows users to remove a bin from the Empty Bin Selection drop down menu permanently.
Select into the Bin field to access the drop down menu. Select the Empty Bin button.
The Empty Bin Selection drop down appears. Select a bin from this drop down menu.
Once the selected bin appears in the Bin field, select the Save 
button.
When the user returns to the Empty Bin Selection drop down, the bin is no longer there:
